Getting rejected for a credit card is always a low-blow, particularly if you're on hard times. However, many banks have a reconsideration line you can call to talk out your case.
We've talked before about how a reconsideration letter might help your case, but many banks also have dedicated (and somewhat hidden) phone lines you can call to discuss your case with a real person. Trying to convince a human to open up a line of credit for you may be much easier than putting your credit history into a computer and hoping the right results come out. Here are a list of several reconsideration lines for various major banks, courtesy of finance blog The Points Guy:

If your bank isn't on the list, try checking their site or calling a customer service number and asking if there's someone you can talk to. You may have to do some digging. Also, remember, when talking to reps on the phone that they have total power to deny your application. You're not reporting an error on their part, so be courteous for best results.
