Israel's Livni hails 'positive' Mideast talks mood

JERUSALEM (AFP) -- Israel's chief negotiator, Justice Minister Tzipi Livni, hailed a "positive" mood at resumed peace talks with the Palestinians in Washington, the first in three years.

"The atmosphere was positive," she told public radio early on Tuesday Israel time after a dinner with her Palestinian counterpart Saeb Erakat hosted by US Secretary of State John Kerry.

"All issues are on the table, but we decided that what was said will stay in the negotiating room and will not go outside," she said.

She said the talks were resuming "not just in response to US pressure but because it's in the interest of both parties."

However, Livni recognized that disagreements within Israel's right-leaning governing coalition could pose an obstacle to any deal.

"There are ministers who don't want an agreement," she acknowledged.

Hardline ministers have openly opposed the creation of a Palestinian state and have pledged to continue building Jewish settlements on occupied Palestinian land.

Settlement building was the key issue that led to the breakdown of the last round of talks in September 2010 just weeks after they started.

Deputy interior minister Zeev Elkin, a hawkish member of Prime Minister Benjamin Netanyahu's right-wing Likud party, told public radio "any change (following a peace agreement) is not necessarily positive for Israel's security, and could make it worse."

"The Palestinians aren't ready to make the smallest concession," he charged.

We are far enough apart (me in the midwest, her in the southwest) that we can only see each other for several weeks at time 3-4 times a year. We've been doing this for shy of three years and while she is able to do what she needed to do for her own spirit (gain time with her tranddaughter, put down roots, and establish a business), it's been hard on us. Fortunately, I am set to retire from the military in May, so our time apart is coming to an end. It's very very tough and I really would not recommend it for extended periods. I think they only reasons my wife and are surviving it are constant, daily communication, intense rebonding when we do see each other, and a 14-year foundation before we starting living apart. Even so, if I had it to do over, I would not do this again. Posted via Mobile Device

Opinions? I think it could work but the couple involved need to have a way to connect and have great boundaries and openness for their relationship. I tried it 29 years ago. I was engaged (not to my current wife) and we went to graduate school in different states. The short of it is that she started studying with a fellow and developed an EA which became physical. So with her it was a failed experiment. She kept him a secret until she broke it off with me. The details: 1000 miles apart in different states while in school. It only lasted 8 months. After we both separated and divorced, we came back into contact. There was a spark so we gave it a try. We lived about 100 miles apart. With working and child's schedules, this usually only allowed for every other weekend visits with sometimes an evening during the week. Pros: - Great for a casual relationship - Other person is not under foot - Nice to know that someone was there Cons: - Limited physical visits - Hard to bond emotionally - Hard to learn the other person - Very time consuming with travel, phone/Skype/IM - Disagreements due to perception of phone/Skype/IM messages - Expensive with travel - Lots of mileage on the car And if you all hit it off and want to be together, then someone has to move. That can bring up a whole new batch of issues to work through. Granted, if it is strong enough, you can make it happen. In my case, we eventually moved together and got married. Not really knowing each others habits and such ahead of time made for a tough transition when we did get together. We have managed to make it work but it took a lot of effort on both of our parts. Unless there is absolutely no one near you, if I ever had to do it again, I think that I would pass.

If you are already in a strong relationship and it has to go long distance due to some circumstances beyond your control, for a certain time period, then it's worth a try. But I wouldn't start a relationship that way. I've seen too many posters on TAM who meet someone online, "fall in love" from afar, then post here a year or two later when they realize that they really didn't know the person very well. I don't think you can truly get to know someone long distance. You have to see them in different circumstances, around different people, at home, in social situations, etc to really know whether you are compatible.

Opinions? I am currently in one. Talking for over a year, "romantically" for about 8 months. 1500 miles - in different countries So far so good. We talk daily and are in constant communication. We have spent about 2 weeks together since March. The hardest part is not being able to be physically together on a regular basis. Other than that I do enjoy the relationship. I have the alone time I need to work on myself yet still have someone extremely close in my life to share it with. The situation has always been he will be moving closer to me. That was happening whether we got romantic or not. If it wasn't for that, I do not think we would attempt this. But we click and like each other for WHO WE ARE so much we are willing to give this a shot. Things will be different when we can date on a regular basis I'm sure, but we both really want to see if it will indeed work out for the future. Our boundaries and openness with each other are definitely contributing factors to success so far. There isn't anything we can't talk about or bring up or discuss and our communication with each other is probably some of the best I've ever had personally with anyone my whole life. We have an extremely solid friendship and I know if for some reason things don't work out when we are closer to each other, I will still have a friend for life. __________________ ...It's always a good time....

France wants mandate for EU-US trade talks published

PARIS (Reuters) - France called on Monday for the European Commission to make public its mandate to negotiate EU-U.S. free-trade talks, citing what it said was an atmosphere of mistrust over efforts to forge a landmark pact.

The U.S. and EU launched the negotiations earlier this month despite European concerns about U.S. spying that had threatened to delay the start after nearly two years of preparation. France moreover only agreed to the talks after securing assurances that its entertainment industry would be ringfenced.

"The first week of discussions on a transatlantic partnership agreement closed in a climate of doubt," Trade Minister Nicole Bricq wrote in French newspaper Liberation.

"The U.S. once again showed its splendid ambivalence. It is a country where everything seems possible and whose dynamism and energy we French envy. At the same time it is a prickly power incapable of resisting the temptations its supremacy gives it."

Stressing the need for transparency in the talks, Bricq said she had asked EU Trade Commissioner Karel De Gucht to break with usual procedure and make the EU's negotiation mandate public.

"It doesn't contain any secrets. It's a political statement that calls for an agreement that respects our values and interests. It deserves to be debated," she said.

The Commission's mandates to negotiate international trade deals are not made public because it could weaken the EU's hand by revealing its limits to Washington and U.S. lobbies. That said, unofficial leaks of the mandate are common.

"If the talks with United States are for a partnership, and if we are working as equals, then our practices need to change so that we speak the same language," she said.

Bricq also said the Commission should regularly inform the European Parliament of the progress of the talks. At present, the Commission must do so at the end of each round.

The first round of talks, which took place in Washington from July 8 to July 12, mainly set the stage for more substantive negotiations in the weeks and months ahead as the two sides strive to reach a deal by late 2014.

Greece pleads for Europe to adopt growth policies

ATHENS, Greece (AP) ? Greece's prime minister on Monday urged European leaders to shift economic policies toward generating growth, as the country's bailout monitors complained it was making "slow progress" on key long-term reforms.

Antonis Samaras warned Greece's recession was hurting the government's efforts to reduce debt. It was "worsening problems that we must solve and complicating reforms which we must complete," he said.

But Samaras, who held talks in Athens with Italian Premier Enrico Letta, said a Greek recovery would not be possible unless the group of 17 European Union countries that use the euro emerges from recession.

"Greece, Italy and all of Europe are in need of policies that combine reforms and deficit reduction with growth," Samaras said. "Of course we cannot have growth while Europe is retreating into recession."

The eurozone has been in recession for 18 months, while Greece's economy has been contracting rapidly since late 2008 and remains in serious crisis.

Greece's public finances have been kept afloat since 2010 by a recue loan program funded by eurozone countries and the International Monetary Fund set to total 240 billion euros ($319 billion). But austerity reforms demanded in return for the money have triggered a dramatic increase in poverty and unemployment.

In a 234-page report released Monday, the European Commission, the EU executive branch that helps monitor the bailout program, recommended disbursement of a 2.5-billion euro rescue loan payment to Greece in the next couple of days.

And the IMF separately said it has approved release of 1.72 billion euros under the same program. So far, Athens has received some 210 billion euros in bailout payments.

But the European Commission also said Greece was still lagging behind in its effort to reform public administration, its business rules, power utilities, and its generally slow justice system.

"Greece continues to make overall, albeit often slow, progress ... with several important actions being delayed," the report said.

It warned the outlook for this year and next remains highly uncertain. The budget deficit is expected to exceed the official target by 1.75 and 2 percentage points of annual GDP in 2015 and 2016.

To make up for the shortfall this year and next, Greece has agreed to implement a new tax on luxury products, raise court fees for lawsuits, impose a docking fee for leisure boats in October and further cut military spending.

In Washington, IMF Managing Director Christine Lagarde said Greece needed to take urgent steps to make its privatization program more effective. She praised the country for getting its budget and external finances in better shape but said Greece needed to do more on improving tax collection and other structural changes to the economy in order to recover.

"Given the slow progress in public administration reforms, efforts should focus on ensuring exit of unqualified personnel to create room to hire new staff with the relevant skills," Lagarde said.

On the upside, the European Commission report said tourism, a key earner worth about 16 percent of Greece's annual output, is expected to do well this year, with pre-bookings data suggesting arrivals are set to increase more than 10 percent compared with 2012.

Italian Premier Letta appeared to agree with Samaras that bailout lenders were too focused on debt cuts rather than economic growth, and was sharply critical of how Greece's rescue was handled.

"I have no doubts about Greece," he said. "There were serious mistakes made by Europe over these past years, with the wrong tools and the wrong timing ... Fewer European jobs would have been lost if Europe had taken a different position toward Greece from the start."
