Are You Carrying the Redhead Gene?

Some parents worry that their children will be born with a rare disease or a hidden genetic disorder. Other parents, however, wonder if their children will possess something more obvious: red hair.

A British ancestry company, BritainsDNA, is now offering parents the chance to see if their children might inherit the so-called "ginger gene," the Telegraph reports. The test will scan each parent's DNA for signs of the so-called MC1R gene that causes redheadedness.

"Through a simple saliva test to determine deep ancestry, we can ? identify whether an individual is a carrier of any of the three common redhead variants in the gene MC1R," said Dr. Jim Wilson, chief scientist at BritainsDNA, as quoted in the Huffington Post.

The gene for red hair is recessive, so a person needs two copies of that gene for it to show up or be expressed. That means even if both parents carry the gene, just one in four of their children are likely to turn out to be a redhead. As a result, families that have no redheads for decades can suddenly discover a carrottop in their midst.

"Families can carry a variant for generations, and when one carrier has children with another carrier, a redheaded baby can appear seemingly out of nowhere." Wilson said, as quoted in the Daily Mail.

Though there's no scientific evidence that redheads deserve their reputation for having fiery temperaments, some recent reports suggest having red hair is associated with a number of health issues. A study from the journal Nature found that the pigment pheomelanin, which is responsible for red hair, may also make redheads even more susceptible to melanoma than fair-skinned blondes, according to the Los Angeles Times.

And a widely reported study from the Journal of the American Dentistry Association found that redheads are more sensitive to pain and require extra anesthesia during surgery, according to ABC News.

But there may be some advantages to having red hair, too, EverydayHealth.com reports. The pale skin that redheads usually have is more efficient at soaking up sunlight ? and sunlight is required for the body to manufacture vitamin D, an essential nutrient.

Worldwide, red hair is quite rare, and just over 0.5 percent, or one in 200 people, are redheads ? this amounts to almost 40 million people, the Daily Mail reports.

In Ireland, an estimated 10 percent of the population has red hair, though about 40 percent of the Irish carry the recessive gene. In Scotland and England, 13 percent and 6 percent, respectively, are redheaded, according to the Daily Mail.

The DNA test will be offered by BritainsDNA at a genealogy and ancestry exhibition named Who Do You Think You Are, associated with the popular NBC television show and scheduled to be held in London next month.

Judge postpones Texas woman's execution

Kimberly McCarthy is scheduled to be executed by lethal injection on Tuesday for the stabbing murder of her neighbor in 1997.

HUNTSVILLE, Texas ??A Dallas judge has halted the scheduled Tuesday night?execution of a Texas woman who would have been the first woman put to death in the U.S. in three years.

The order from state District Judge Larry Mitchell moves the execution of Kimberly McCarthy, 51, to April 3.

McCarthy faced lethal injection for the 1997 beating, stabbing and robbery of a 71-year-old neighbor in Lancaster, about 15 miles south of Dallas.?

Lawyers for McCarthy, who is black, argued that the jury that convicted and sentenced her to death was selected improperly based on race. It was made up of 11 white people and one black person.

The ?Dallas County District Attorney's office said it wouldn't appeal the ruling. The DA's office had?called the effort a "mere delay" tactic, saying the record didn't support a valid legal claim for discrimination.


A Dallas County jury had already found McCarthy, a?former nursing home therapist,?guilty of the killing when evidence at the punishment phase of her trial tied her to two similar murders a decade earlier.

"Once the jury heard about those other two, we were certainly in a deep hole," recalled McCarthy's lead trial attorney, Doug Parks. Jurors decided McCarthy should die.

Her execution would have been the first since a Virginia inmate, Teresa Lewis, became the 12th woman put to death since the U.S. Supreme Court in 1976 allowed capital punishment to resume. In that same time, 1,309 men have been executed.

McCarthy also would have been the first woman executed in Texas in more than eight years and the fourth overall in the state, which executes the most people in the nation ? 492 prisoners since capital punishment resumed 30 years ago.

Federal Bureau of Justice Statistics compiled from 1980 through 2008 show women make up about 10 percent of homicide offenders nationwide. According to the NAACP Legal Defense Fund, 3,146 people were on the nation's death rows as of last Oct. 1, and only 63 ? 2 percent ? were women.

Ring cut from living victim
Evidence showed McCarthy, who has exhausted her court appeals, phoned Booth to borrow a cup of sugar, then attacked Booth when she went to retrieve it. Booth was stabbed with a butcher knife, beaten with a large candle holder and robbed of a diamond wedding ring.

"(McCarthy) quite literally took the woman, put her left hand on a chopping block of the kitchen and then used a knife to sever her ring finger while she was still alive," said Greg Davis, the former Dallas County assistant district attorney who prosecuted McCarthy. "She took the ring from the finger that had been severed and continued the attack until she finally killed her."

Prosecutors showed McCarthy stole Booth's Mercedes and drove to Dallas, pawned the ring for $200 and then went to a crack house to buy some cocaine. Evidence also showed she used Booth's credit cards at a liquor store and was carrying Booth's driver's license.

Booth's DNA was found on a 10-inch butcher knife recovered from McCarthy's home. McCarthy was arrested after police found her name on a pawn shop receipt for the ring.

McCarthy was tried twice for Booth's slaying, most recently in 2002. Her first conviction in 1998 was thrown out three years later by the Texas Court of Criminal Appeals, which ruled police violated her rights by using a statement she made to them after asking for a lawyer.

Prosecutors presented DNA and fingerprint evidence that tied McCarthy to similar slayings of two other women in Dallas in December 1988. Maggie Harding, 81, was beaten with a meat tenderizer and stabbed.

Jettie Lucas, 85, was beaten with both sides of a claw hammer and stabbed. McCarthy was indicted but not tried for those slayings. She denied any involvement.

?When the jury saw the other two were equally gruesome, I think it sealed the deal for her," Davis said.

McCarthy is a former wife of Aaron Michaels, founder of the New Black Panther Party, and he testified on her behalf. They had separated before Booth's slaying.

McCarthy declined to speak with reporters as her execution date neared. She's one of 10 women on death row in Texas but the only one with an execution date.

In 1998, Karla Faye Tucker, 38, became the first woman executed in Texas since the Civil War for a robbery in Houston where two people were killed with a pickax.

At least eight male Texas prisoners have executions scheduled in the coming months.

New senate bill may provide immigrants legal status | WUFT News

Eleven million undocumented immigrants could soon be provided a path to gain legal status.

The framework for an immigration reform bill was announced Monday by four Republican and four Democratic senators. One of these senators is Marco Rubio of Florida, where the issue is at the forefront for the 2016 presidential election.

Dr. Phillip Williams, director of the Center for Latin American Studies at the University of Florida, believes this bill could shape the 2016 presidential election for the Democrats.

Williams said Republicans are concerned as well because the Latino vote has been declining for the party. In the 2012 election, about 25 percent of Latino voters supported the Republican party.

If the Republicans don?t do something to reach out, Williams said, they risk losing this demographic permanently.

Many people are calling this bill an ?amnesty? for those who are illegally in this country, but Williams contends it is instead an ?earned pathway to citizenship.?

In other words, people will have to undergo background checks and learn English in order to eventually become a citizen.

This bill also has the potential to give way to a very positive economic impact, Williams said.

?There?s a lot of immigrants today who don?t have legal status, and they?re not investing because of their precarious legal situation.?

If people are given some financial security, they will be more likely to contribute to the economy in a much bigger way, he said.

The bill is in its early stages and is only a framework at this point in time. It is going to require a lot more work to put together, but President Barack Obama said it ?is his top legislative priority.?

?This is not going to be easy,? Williams said. ?It?s still got a long road to go and it?s not going to be easy by any stretch of the imagination.?

The Bishops? Conference of England and Wales is sending out a million postcards calling on MPs to oppose the Government?s redefinition of marriage.

The postcards will be sent to parishes next week. Each card will have a space for people to sign their name so they can post it to their MP.

The text says that marriage is the ?foundation of the family? and upholds the common good. It does not say anything about same-sex relationships.

Accompanying the cards will be a letter to all parish priests signed by Archbishop Peter Smith of Southwark, chairman of the bishops? Department of Christian Responsibility and Citizenship.

In it, the archbishop says: ?My purpose in writing is to ask you to urge the members of your congregation to make their own views known to their MP.

?To assist them in doing that we have printed postcards ?speak out for marriage? and a bundle of these are with this letter.

?Parishioners simply need to add the name of their own local MP to the address on the front of the card, and their own name and address below the text on the back. Please can you put up the enclosed posters, let your parishioners know the name(s) of your local MP, and strongly encourage your parishioners to send the cards and to give them to their friends to send in as well.?

Archbishop Smith added: ?The first key vote is likely to take place in early February so the time to act is now. We need to encourage as many people as possible to get involved. Please do all you can.?

The postcard campaign follows a letter to the Daily Telegraph signed by more than 1,000 priests arguing that the Government Bill, expected to be published this month, will restrict the freedom of Catholics to teach the truth about marriage.

As a concerned constituent I urge you to vote against the Marriage (same sex couples) Bill.
? Marriage between a man and a woman is the foundation of the family and provides the best circumstances in which to raise the next generation.

? This is why society has recognised marriage as having an identity distinct form any other relationship, however much love or commitment may be involved; marriage is about the common good.

? No mainstream political party promised such a radical change in its last election manifesto. There is therefore no mandate for it.

Please vote against it and let me know your views.

Urologist Dr. Dwayne Thwaites along with a team of three other Urologists offered free prostate screening to hundreds of the Federation?s men at the 5th annual clinic held at the Occasions Conference Centre, Pinneys Industrial Site, on Saturday January 12th, 2013.

Dr. Thwaites reported that there was a decline in the prevalence of prostate cancer on Nevis, since the annual screening clinics commenced.

?The incidence and prevalence of prostate cancer in Nevis has dropped considerably in comparison to places that don?t do screenings and in reference, I am saying it?s very limited screening that they are doing in St. Kitts. We are also not seeing the late stage prostate cancer in comparison to other places. We also noticed the same thing in Antigua,? he informed.

In comparing the participation of 2012 to 2013, he noted that they are just a little bit above the number they had last year. ??We were expecting at least 400 and I think we are about 380 right now and there are still people trickling in,? he informed.

Some of the differences he noted were that they had many new clients this year compared to last year. ?We still had a few of the repeaters which we encourage especially being of African descent. We think that they should come every year and have their screening done,? he recommended.

Dr. ?Thwaites also noted that the attitude of the clientele towards prostate screening has changed in Nevis over the past few years. ?A lot of the younger population are coming in, people are more abreast and aware of the importance of prostate screening.?

Born of Nevisian parentage, Dr. Thwaites stressed on the importance of screening and assured the men that prostate cancer can be treated if caught early. His advice for reducing the risk of prostate cancer is cutting back on fatty and red meat. He suggested the consumption of broccoli, tomatoes and red fruits as preventative measures. Other preventative measures according to Dr. Thwaites are exercising, maintaining a healthy lifestyle and diet.

In speaking on the urology centre that he is spearheading in collaboration with the government of Nevis, he informed that the process is almost completed. ?The building phase is almost complete and then we just have to try to furnish the facility; the equipment, the anaesthesia machine, the fluoroscopy machine.?

He proudly informed that upon completion, the Nevis urology centre will be the first major sister suite in the Eastern Caribbean.

Dr. Thwaites was accompanied by Dr. Tasha Cooke, a consultant Urologist at the Cornwall Regional Hospital in Montego Bay, Jamaica, Dr. Daniel Caruso, a Board Certified Adult Urologist at the Jupiter Medical Centre in Florida and Dr. Brian Cohen who returned for the third time.

Prostate cancer is a type of cancer that starts in the prostate, a walnut-sized gland found right below the bladder ? but only in men. It is noted that if it is not treated, prostate cancer follows a natural course, starting as a tiny group of cancer cells that can grow into a full-blown tumor. In some men, prostate cancer that is not treated can spread (?metastasize?) and cause death.

According to research, every year 10-20 men in St. Kitts & Nevis are diagnosed with prostate cancer and many more may have prostate cancer but do not know it. It was noted that prostate cancer is not peculiar to St. Kitts and Nevis only; it is one of the most common forms of cancer in men around the world.

Prostate Cancer International (PCI) noted that every man who lives in St. Kitts & Nevis is at risk for prostate cancer and it is most common in older men; over 50 years of age. A regular physical examination and a simple blood test (called a PSA test) were recommended as the keys to early diagnosis. ?You should start having regular physical exams and PSA tests in your mid 40s or early 50s,? PCI suggested.

Take inventory and prepare for CR (Calorie Restriction) | Concierge ...

Agency Search Consultant Problem - Business Insider

With the continuing vice-like grip of the holding companies on virtually all of the major agencies, the inevitable shift to digital media and the accelerating growth of social networking, the advertising business has changed dramatically since the Martini slurping; three pack a day, if it moves hit on it, Mad Man era.

But one of the less acknowledged indicators of how the agency business is losing its soul has been the rapid growth of search consultants over the last twenty years.

These are the people who on behalf of major advertisers (and sometimes surprisingly small ones) will apply their ?expertise? to help them find a perfect fit with their next advertising agency, obviously for a suitably impressive fee.

Admittedly, they do a certain amount of weeding out of the chaff from the wheat in terms of compiling a list of the half dozen or so agencies they consider most suitable to handle the clients account.

These lucky ?last men standing? will then be expected to suffer through a series of presentations to winnow the list down to three finalists who will fight each other to the point of exhaustion, while expending ridiculous amounts of money for the one in three chance of winning the account.

In my humble opinion, there are a couple of things wrong with this state of affairs. To quote the principal of one of the largest search consultants: "Some clients come in and know what kind of agency they want, and others have no idea at all."

Firstly, as these churls have been advertising their products and services for years, wouldn?t you expect them to have some rudimentary grasp of what their advertising is expected to achieve?

And, shouldn?t this job of selecting their future agency be within the purview of the client?s highly paid marketing and advertising directors? Why are these people not aware of which agencies are currently doing the good work out there, particularly in their specific markets?

Secondly, based on recent events, after expending a great amount of money to win the account, the odds are that within a couple of years, the successful agency will lose it, before even recovering the cost of the pitch.

As an illustration of how crazy things have become, it?s reputed that the three finalists pitching for the Wal-Mart account a few years ago spent over five million dollars between them as they labored to win the biggest retail account in the universe. Ironically, Draft/FCB, the agency that finally won the business, lost it in less than a month when it was revealed that Wal-Mart?s CMO had been feeding them confidential company information prior to their final presentation.

So, after dumping Draft/FCB, Wal-Mart re-opened the pitch to the two remaining finalists, plus a couple of new agencies who were invited in to complete the final gladiatorial spectacle. All four then proceeded to spend millions more, until finally, a winner was chosen, who, knowing Wal-Mart?s reputation for squeezing every last penny out of their suppliers, will need years to recover the cost of their pitch, and will have to be on their best behavior to guarantee the relationship will last long enough to make that possible.

The unfortunate losers will just have to swallow their costs, or attempt to pass them on to their existing clients through the magic of billing. Compounding the problem is the fact that many of these search consultants are now demanding retainer fees from agencies dumb enough to pay them for the honor of being placed on their roll of recommended agencies.

Of course the root cause of these problems is simply one of accountability. As I?ve written many times, the agency and its clients each have to make their quarterly numbers, if, because of consistently falling sales the client doesn?t, they often blame the agency, eventually firing them. In the pre-search consultant days, that would have reflected badly on the middle management advertising and marketing directors.

Now with the buffer of the search consultant, these characters can off-load the blame onto them by suggesting they didn?t put together the right list of candidates in the first place. After a suitable pause, they will hire a new search consultant to go through the whole pantomime again.

As for the agency that was fired, it just has to keep pounding away on that new business treadmill. This way they can pacify the bean counters at the holding company for a while, putting off the day when someone finally realizes that virtually all the BDA?s are expending greater and greater efforts, resources and money for less and less reward, which in the real world would not be recognized as a sustainable business model.

But this isn?t the real world. This is advertising.

Chip giant Nvidia has announced a new mobile graphics system and, to the surprise of many, a handheld gaming console to go with it. "Project Shield" resembles some other experimental handhelds, but has a couple new tricks up its sleeve.

The basic layout will be familiar to many: A console-like dual-analog controller with directional pad and buttons, mated to a 5-inch touchscreen. It's not as compact as the PlayStation Vita or Nintendo 3DS, but it makes up for that with raw horsepower.

Project Shield will pack the Tegra 4 chip, also announced Sunday?at the Consumer Electronics Show in Las Vegas,?and Nvidia claims it's six times more powerful than the Tegra 3 that drives many of today's?high-end tablets and mobile phones. That gives it more than enough power to effect "console quality" graphics.

Those with a good memory for gadgets will remember that there are a number of examples of devices like this one. The ill-fated?Panasonic Jungle, for instance, never made it to market, and a handful of indie gaming machines like the Dingoo and Pandora vie over a niche market. Razer's Project Fiona?is another "handheld PC gaming" device that is expected to launch this year, after a crowd-stirring reveal during last year's CES.

Nvidia clearly hopes that Shield's features will set it apart from the others. It runs Android (the latest version, 4.2 a.k.a. Jelly Bean), and of course you can play the latest and greatest games and shows on the device. But there's more to it than that. It pairs up with your computer, allowing you to play games that would normally only appear on your PC's monitor.

This capability was demonstrated on stage, with the Shield device streaming "Assassin's Creed III" and "Need For Speed: Most Wanted" to the device. The player can use the built-in 720p screen or have an even higher-definition image appear on a TV by connecting an HDMI cable.

No pricing or launch date was announced (some time in mid-2013 is estimated), but it's clear from its specs that the device won't be cheap. We'll follow up with Nvidia on the CES show floor to get more information and hopefully?a hands-on this week.

(AP) ? Robert Griffin III threw two 4-yard touchdown passes in his first career playoff game to give the Washington Redskins a 14-13 lead over the Seattle Seahawks after the third quarter of their NFC wild-card game on Sunday.

Griffin capped the Redskins' only two drives of the first quarter against the NFL's top-rated scoring defense with short tosses to running back Evan Royster and tight end Logan Paulsen.

The Seahawks allowed 15.3 points per game this season and the 14-point deficit was their largest of the season.

Seattle rallied with 13 points in the second quarter, including rookie Russell Wilson's 4-yard TD pass to running back Michael Robinson.

Steven Hauschka's 32-yard field goal with 12:05 remaining put the Seahawks on the board and he added a 29-yarder as the half expired.

The right-footed Hauschska was playing with a left ankle injury and limped off the field to the locker room.

Seattle maintained its offensive efficiency starting the third quarter, driving 69 yards to the Redskins 1, but Marshawn Lynch fumbled and Washington's Jarvis Jenkins recovered.

After forcing a Redskins punt, Wilson moved the Seahawks to the Washington 28, but overthrew Doug Baldwin in the end zone. Wilson was sacked on the next play, moving the ball back to the 37. With Hauschka limited, Seattle punted.

Griffin was 10 of 17 for 84 yards, but after the first quarter he threw for only 16 yards plus an interception. The Redskins quarterback also ran three times for 12 yards.

On the second drive, the rookie fell awkwardly while backpedaling on a pass and came up limping, but stayed in the game. He sprained his right knee in Week 14 and sported a brace for the third straight game.

Wilson led three consecutive scoring drives in the second quarter, though Seattle settled for two field goals on its two other red zone trips. The Seahawks rookie finished 9 of 14 for 123 yards and also ran for 35 yards.

Lynch rushed 14 times for 79 yards, including for 41 on the drive which ended with his fumble. In the second quarter he scooped up a Wilson fumble and raced for 19 yards, leading to the Seahawks touchdown.

Rookie Alfred Morris, the league's second-leading rusher, had 72 yards ? 34 of them on four carries during Washington's opening drive that resulted in the TD pass to Royster.

Paulsen's touchdown catch finished off an 11-play, 54-yard drive in 5:58.

Washington's offense slowed in the second quarter with two drives resulting in a punt and an interception by Seattle Pro Bowl safety Earl Thomas.

Seattle was moving the ball in the first quarter, but a promising drive ended when the Redskins' Stephen Bowen and London Fletcher combined to sack Wilson on third-and-2. It was one of two sacks for the Redskins in the quarter.

Seahawks defensive end Chris Clemons suffered a knee injury in the third quarter. The team said his return doubtful.

The playoff meeting between the two teams was the third, but first outside Seattle. The Seahawks won 20-10 in January 2006, and 35-14 in January 2008.

Those were the last two postseason games played by the Redskins, who entered the playoffs on an NFC-best seven-game winning streak.

Seattle has won five straight, outscoring opponents 193-60, but finished the season with a 3-5 road record and has lost eight straight road playoff games. Their only road playoff win came in its first postseason road game, Dec. 31, 1983, at Miami. The streak is the second longest in the NFL behind Detroit.

Washington, NFC East champions and No. 4 seed in the conference, became the first team since the Jaguars in 1996 to reach the playoffs after starting 3-6. The Redskins went worst-to-first after finishing last in the division for four straight years.

This was the second playoff game in NFL history with two starting rookie quarterbacks.

Last year in the first rookie QB meeting, T.J. Yates led the Texans to a 31-10 victory over Andy Dalton and the Bengals.

Wilson tied Peyton Manning's 1998 NFL rookie record with 26 touchdown passes. Griffin set the league mark for yards rushing by a rookie quarterback (815) and had the best single-season rookie passer rating in NFL history (102.4), followed by Wilson (100).

LOS ANGELES (AP) ? It took Leatherface and his chainsaw to chase tiny hobbit Bilbo Baggins out of the top spot at the box office.

Studio estimates Sunday show the horror sequel "Texas Chainsaw 3-D" at No. 1 with a $23 million debut. The follow-up to 1974's "The Texas Chainsaw Massacre" has masked killer Leatherface on the loose again.

Quentin Tarantino's revenge saga "Django Unchained" held on at No. 2 for a second-straight weekend with $20.1 million, raising its domestic total to $106.4 million.

After three weekends at No. 1, part one of Peter Jackson's "The Hobbit" trilogy slipped to third with $17.5 million. That lifts the domestic haul to $263.8 million for "The Hobbit," which also has topped $500 million overseas to raise its worldwide total to about $800 million.

It's 'cash only' now for tourists at the Vatican

VATICAN CITY (AP) ? It's "cash only" now for tourists at the Vatican wanting to pay for museum tickets, souvenirs and other services after Italy's central bank decided to block electronic payments, including credit cards, at the tiny city-state.

Deutsche Bank Italia, which for some 15 years had provided the Vatican with electronic payment services, said Thursday that the Bank of Italy had pulled its authorization after Dec. 31.

The Corriere della Sera newspaper reported that the Italian central bank took the action because the Holy See has not yet fully complied with European Union safeguards against money laundering. That means Italian banks are not authorized to operate within the Vatican, which is in the process of improving its mechanisms to combat laundering.

The Vatican says it is scrambling to solve the problem for thousands of visitors who flock to its very popular Vatican Museums, which include highlights like the Sistine Chapel. The Holy See had no immediate comment on the Bank of Italy's reported reasons.

Tourists in the long lines Thursday that snaked around Vatican City walls were not happy about the inconvenience.

"It's certainly a disadvantage," said Giuseppe Amoruso, an Italian. "Credit cards provide a useful service, which needs to be accessible to everybody, everywhere."

"A lot of tourists don't have cash on them, so they have to get euros and don't know where to get them," said Fluger William Hunter, an American tourist.

The central bank said a routine inspection found that Deutsche Bank Italia hadn't sought authorization when it first started providing services at the Vatican. When it finally did, the Bank of Italy turned it down because the Vatican's banking norms, including measures to combat money laundering, didn't meet Italy's more stringent criteria of recent years, a central bank official said, speaking on condition of anonymity because there was no official statement on the case.

The Vatican has been striving to upgrade its measures to detect and discourage money laundering, hiring a Swiss expert just a few months ago. Last summer, the Holy See passed a key European financial transparency test but received failing grades for its financial watchdog agency and its bank, formally called the Institute for Religious Works.

The museums, with their entrance fees and popular souvenir shops, are a big money-maker for the Vatican. Other Vatican attractions, such as tours of the Vatican's ancient underground spaces, also charge admission.

China's Huawei expects profit jump after reporting drop in 2011

HONG KONG (Reuters) - China's Huawei Technologies Co Ltd, the world's No.2 telecom equipment maker, expects a 2012 profit gain after reporting a sharp drop a year ago, thanks to new projects and increased sales in high-end mobile phone markets such as Japan.

Net profit is expected to be around $2.4 billion, rotating and acting Chief Executive Officer Guo Ping said in a New Year message to employees on Friday. That would be a rise of 29 percent from 11.6 billion yuan ($1.86 billion) in 2011, based on his forecast.

Revenue is expected to exceed $35 billion, Guo said. In 2011, sales rose 11.7 percent to 203.9 billion yuan, or about $32 billion.

Privately held Huawei and its crosstown rival ZTE Corp have been expanding their footprint in the global telecom equipment and mobile phone sectors over the past few years.

While Huawei has boosted sales and gained market share in Europe, Africa and Asia, it ran into a few obstacles last year in other markets such as the United States and Australia due to national security and cyber espionage concerns.

Slower telecom spending stemming from a weak global economy and stiff competition in the increasingly crowded mobile phone sector have also weighed on the outlook of equipment providers and handset manufacturers.

"We should devote our limited energy to specific business objectives, and avoid the impulse to expand business blindly," Guo said. "Managers who expand business blindly must be held accountable."

Last October, ZTE, the world's fourth-biggest maker of mobile phones and No.5 telecom equipment maker, reported its biggest quarterly loss since it was listed due to narrowing margins, project delays and accounting changes in China.

Guo did not provide a breakdown of the revenue figures by business segment. Huawei is expected to announce audited figures in the next few months, although no date has been set yet.

Rival Ericsson has yet to report its full-year figures, so it is unclear whether the Chinese company had surpassed the Swedish giant as the top telecom equipment maker in the world.

Huawei was founded in 1987 by Ren Zhengfei, a former People's Liberation Army officer. Huawei has denied repeatedly any links with the Chinese military and says it is a purely commercial enterprise.

In a message to employees a year earlier, Ren said Huawei had initiated a system that allows top executives to take turns acting as chief executive, paving the way for a smooth management handover when Ren eventually retires. ($1 = 6.2303 Chinese yuan)

FCC: Prison phone rates far too high

Families of those in prison often pay a hefty emotional toll dealing with the shame of their loved ones being incarcerated; for the past decade, civil liberties advocates have argued that those families shouldn't be further burdened by having to pay steep costs?for?calls from?inmates, costs that can be up to 15 times higher, and more, than regular rates. Now the Federal Communications Commission wants to change that.

The agency?is seeking public comment about inmate calling services, which unlike regular phone service, is a near "monopoly," the FCC said in its recently issued Notice of Proposed Rulemaking.

The issue first came to the FCC's attention in 2003. A Washington, D.C.-area woman, Martha Wright, said she?was paying about $200 a month for one 15-minute phone call a week with her grandson, who was in prison. Civil rights groups filed a class-action suit on her behalf; the case was dismissed by the judge, who referred Wright to the FCC.

In the nine years since, "tens of thousands of consumers" have "written, emailed, and yes, phoned the commission, pleading for relief on interstate long distance rates from correctional facilities," said FCC commissioner Mignon L. Clyburn, in a recent?statement.

The phone companies involved with prison calls aren't the major carriers most of us know, but mainly two?companies,?Global Tel*Link Corp.?and?Securus Technologies Inc. (NBC News has contacted both companies and will update this post if we hear back.)

The companies?"like?to say that the higher rates are due to the security features their technology has," such as monitoring phone calls and?blocking numbers,?Steven Renderos, national organizer for the?Center for Media Justice,?told NBC News. "But this technology is readily available and not something that should translate to $15 for a 15-minute phone call."

The center has been among the civil rights groups pushing for change, saying the commission rates families are forced to pay vary wildly from state to state.

"For?example, in Alabama the commission rate is 61.5 percent, and this translates to families having to pay 89 cents a minute?minute on top of a $3.95 connection fee every time a family member receives a call," Renderos said.

"Eight states have banned these commissions???California, South Carolina, Nebraska, New Mexico, New York, Rhode Island, Michigan?and Missouri???and in those states you see some of the lowest rates for phone calls. For example Missouri charges 10 cents a?minute for a long-distance phone call with a $1 connection fee. The average commission rate in states that haven't banned these commissions is 43 percent."

The FCC, in its notice, said that inmate calling services differs "from traditional payphone services in a number of respects. First, although barriers to entry are low for payphone providers in most locations,?a correctional facility typically grants an exclusive contract to a single ICS provider for a particular facility, essentially creating a monopoly at that facility.?As such, competition exists for ICS contracts but once an ICS provider wins a contract it becomes the sole ICS provider in that facility."

In addition, "Unlike non-incarcerated customers who have access to alternative calling platforms on public payphones, inmates only have access to payphones operated by a single provider for all available services at that payphone. These contracts additionally often include a site commission or location fee paid to the correctional facility."

The telephone, said FCC commissioner?Clyburn, in her statement, "is a crucial instrument for the incarcerated, and those who care about them, because voice calling is often the only communications option available. Most inmates along with their families and friends are low-income, so in-person visits due to distance and expense are infrequent."

As to why the public should care, Clyburn said:

Maintaining contact with family and friends during incarceration not only helps the inmate, but it is beneficial to our society as a whole. There are well over 2 million children with at least one parent behind bars and regardless of their circumstances, both children and parents gain from regular contact with one another. Studies also show that those released are less likely to reoffend if they are able to maintain relationships with their loved ones while they are in prison.

Another FCC commissioner, Ajit Pai, said in a statement that he is "open to exploring whether there is action we can and should take," although "we must recognize?that choice and competition are not hallmarks of life behind bars."?

Wade Henderson, president of the Leadership Conference on Civil and Human Rights, said in a statement that the organization applauds the FCC for "taking the?first step toward eliminating predatory long-distance telephone rates for incarcerated people and their families. We look forward to the commission?s prompt consideration of the record and rapid adoption of a fair rule."

The FCC will receive public comments for the next two months on its proposal.?

And perhaps fittingly, it was both Martha Wright and her grandson???now out of prison???who both testified before the FCC in September to urge action, Renderos said.
